Letter to DAP's Lim Kit Siang to Resolve 2 years Predicament in Kedah

Dear Yang Berhormat,

Re: Increase of Bumiputra Quota for Housing upto 70%

I refer to the recent issue in Pakatan Rakyat Kedah state government, whereby housing projects in the state had been subject to Bumiputra Quota upto 70%. A copy of the three (3) letters of approval by the Kedah state authority imposing 70% Bumiputra Quota are attached for your ease of reference.

Further to that, Yang Berhomat’s Pakatan Rakyat Kedah state government had introduced a new policy requiring these Bumiputra Quota to be gazetted as “Malay Reservation”. This new policy is contrary to the provision in Article 89(2) of the Federal Constitution and tantamounts to an attempt to increase Malay Reserve land.

I believe that your representatives in DAP Kedah would have briefed you on this matter.

Previously, I understand that Yang Berhormat have met with Menteri Besar of Kedah, Dato Seri Azizan Abdul Razak on 9th July, 2009 at Kuala Lumpur on this matter and a joint proclamation by Yang Berhormat and MB Kedah was made that the issues arising from the increase of the bumiputra quota from 30% to 50% for the certain housing development would be resolved. This led to DAP Kedah retracting their threat to withdraw from Pakatan Rakyat Kedah state government.

Now, not only did Pakatan Rakyat Kedah failed to fulfill their pledge to resolve the issue arising from the increase of bumiputra quota from 30% to 50%, the matter had turned worse where housing projects are now subject Bumiputra Quota as high as 70%.

I understand that one of DAP’s policy on economic development is the replacement of the ethnic quota system with a policy of "merits and needs". As such, I am surprise as to the tolerance of DAP to join the administration in Kedah which not only support such ethnic quota system, but aggravating the system to a higher level.

Unless the policies of DAP are mere rhetoric, I hope that Yang Berhormat would do the necessary to resolve the 2 years predicament faced by Kedahans as a result of Pakatan Rakyat Kedah extreme policies as soon as possible.
